Apparently there is a Maltese cargo ship anchored a few miles north east of Manston with a cargo of dangerous exposives (ammonium nitrate as per the stuff which blew up in Beirut a couple of years ago).
It has a damaged rudder and propellor.
She needs repairs but no port will allow entry unless the cargo is offloaded first.
The 'stinger' is the cargo is owned by Russia!
I understand the PM is on a 'jolly' to New York.
