A genuine question, not merely speculative.
On the stretch of the M25 near me there has been a 50 mph speed limit imposed for at least 2 months, even though there are no roadworks, there has been light traffic and the weather conditions have been excellent. It's really frustrating seeing a clear motorway, but subject to a lower speed limit.
The signs all say 'Speed limits in force for system test'.
All of which makes me genuinely interested: on what authority does somebody - or some body - have to reduce the speed limit?
I would have assumed that you can't *just* reduce the speed limit without a reason for doing so, like an accident, congestion etc - and that the power to adjust speed limits must reside in some statutory power or such like.
I can't get my head around the idea that someone has deemed it acceptable to impact tens of thousands of motorists every day for over two months for the purposes of running a test. What are they testing? Why does it need to be tested over two months?
So, who has the authority to adjust speed limits and are there no constraints to the exercise of that authority?
